De Telegraaf claims both English clubs sent scouts to watch the attacker during PSV’s Champions League loss to Inter Milan earlier this month, and are ready to splash the cash.
Bergwijn has scored four goals in ten appearances for the Eredivisie champions who are desperate to hold on to their star man.
The pacey winger impressed on his senior international debut for Holland in the 3-0 trashing of Germany last Saturday.
United boss Jose Mourinho wants a specialist winger to add to the squad at Old Trafford to provide service from the flanks for Romelu Lukaku, while Klopp seeks a backup winger to strengthen his squad.
Despite speculation about his future, Bergwijn penned a new deal with the Dutch champions to keep him at the Philips Stadion until 2022.
He said: “I am not concerned with big clubs or with rumours about interest.
“I have remained with PSV this summer because I want to continue the line here to the end of the season.”
