Bakker, who is primarily a left-back but can also play as a right-back, has joined the Parisian club on a free transfer and signed a four-year deal.
He has participated in 13 UEFA Youth League games and represented his country, The Netherlands, five times, at U-19 level.
Bakker becomes the fourth new player at PSG after Herrera, goalkeeper Marcin Bulka who joined for free from Chelsea, and Pablo Sarabia who cost the French side £18 million from Sevilla.
